As of now they haven’t even decided the atom the computer will be based on yet. The theories in how to do it are still best sketchy. Which means it will take easily another 10 years before a product may even be ready.
After that the price of one will be ridiculous. Probably $10,000 +++ for a crappy one.
Commercialization and stabilization of market prices may take another 3 – 5 years before they become reasonable price to buy.
So earliest 15 years but I wouldn’t hold your breath.

That is unknown. If a quantum computer HAS been developed, it is most likely confidential and used by the NSA to break strong ciphers. A quantum computer available to the public will not be available for a very long time.

Well, you could argue that a quantum computer has been made using NMR. If you wanted to buy it, you would probably need around $500,000. And it would allow you to factor the number 15. I will save you $500,000 and tell you the answer: 15 = 3 * 5. You are welcome.
If you want a quantum computer that is actually good for something (better than a regular computer), that has not yet been made. It will probably take between 15 and 50 years. And at the point it has been made, you would need well over a million dollars to buy it. And it would undoubtedly not be available to anyone but the government. But, then again, you probably won’t want one. All it will do is factor numbers or maybe even do an unstructured search. If you don’t know why you would want to factor a number or perform an unstructured search, then you wont want a quantum computer. You see, quantum computers are not simply better computers, they are different computers. They are not good at the same things as regular computers and they are not good at very many things. So, until someone comes up with a more useful use for a quantum computer, the general public will not have a use for it. Save your money!
